How can you tell?
Here is a simple way, this does require it is used in an Internet Explorer browers.
Using an Internet Explorer browser, click on the link below any you can click the "Refresh" button under Friends, this will list all your contacts, and select any contact, in the list, and look at the details for that contact.
If Buddy status, does NOT say friend, and does not say pending authorization, and the contact was your friend, you are blocked. Also, look at blocked, as well.

Is Your Wireless Network Configuration Impacting Your Skype Experience?
Are you using wireless internet from the computer in question?
If so, depending on how your wireless card is configured, it could be hunting/roaming for other Wireless Access Points in your area.
Even if your wireless card is configured properly, if there are strong signals in your area, on same or close channels +-5 channels, this could also be the cause.
If, in fact the computer in question is wireless, then try this utility, it will show you what other Wireless Networks are in your area and what channels they are broadcasting and receiving on, this will allow you to see if there are any same channel or cross-over issues:
1. Is the computer in question interfacing to the internet via a wireless card?
If not forget the rest of these below.
2. Is Windows managing your wireless connection? If so, make sure that you don't have that config set up for the card to look/roam for other wireless networks? If you are using the wireless card makers software to manage the wireless connection look for a similar options and disable it or limit it.
3. Are you current with the latest drivers for your wireless card?
4. Are you current with all operating system updates, what operating system are you on?
5. What channel are you on with your wireless network? ("Use the above free utility to check")
Are there other networks within 5 channels on either side?
Example:
If your wireless network is on channel Six, you don't want any other wireless networks brodacasting/receiving above channel one, or below channel eleven.
Ideally, If possible, You want a 5 channel separation spread on both sides of your channel for any channel you see with 802.11g signals.
NOTE: Look the the RED network, it is on channel 6, but...it bleeds over signal wise as far back as channel 4, and as far forward as channel 8.
So, if you have a network on Channel 8, it would bleep over signal wise, as far back as channel 6 and as far forward as channel 10.
You can see the signal bleed over even using the GREEN example, on channel 9, if still bleeds over the RED network on Channel 6. If the GREEN network was on channel 10, ideally 11, there would be no cross-over signal bleeding.
Worse, look at two wireless networks on channel 6, RED & PURPLE, those wireless networks will have many problems keeping connections, and will require re-broadcasting data packets in some cases as well.
Look how much stronger ("Higer") the RED signal is over the PURPLE on the same channel, it will walk all over the PURPLE networked computers, and can cause many retransmissions of data packets which can cause calls to have very bad quality or lose their connections as well.
Even chat messages might need to be sent/delivered many times before they could be processed correctly.
This can also cause loss of connections, depending how bad it really is, and how wireless cards are configured as well.
